Isu-Isu Pembangunan: Pengantar Teoritis

Dalam “pembangunan” terkandung harapan akan perubahan ke arah yang lebih baik, terlepas dari apa yang dimaksud lebih baik itu. Namun, pembangunan bukanlah proses alamiah ibarat tumbuhnya anggrek di hutan. Ada sekumpulan orang dengan kepentingan berbeda-beda (bahkan juga bertentangan), yang disadari atau tidak, terlibat dalam prosesnya. Sekadar menyasar pertumbuhan demi kemakmuran material sama artinya mengabaikan fakta bahwa dalam konteks hubu ngan di antara pihak-pihak yang terlibat (dilibatkan), ada perbedaan derajat dalam hal kekuasaan atau akses terhadap sarana, bahan baku, dan hasil-hasil pembangunan. Artinya, pembangunan bukan urusan ekonomi belaka, melainkan juga urusan politik. Karena politik digerakkan oleh kepentingan-kepentingan berbeda yang dikondisikan oleh kedudukan dan peran sosial-ekonomi tertentu, tidak begitu mengherankan jika beragam pengertian tidak jarang saling bertentangan, bukan hanya tentang tujuan, tetapi juga arti pembangunan itu sendiri. Dalam buku ini berbagai pengertian dan kepentingan berbeda-beda terhadap pembangunan itu dipaparkan secara ringkas. Tidak ada kata akhir bagi apa yang disebut “teori-teori pembangunan” sepanjang kepentingan-kepentingan yang melandasi dan menyokongnya dengan asumsi-asumsi tertentu tetap ada. Dengan merunut asumsi-asumsi di balik setiap teori, kita bisa menguak juga asumsi-asumsi yang melandasi arah kebijakan pembangunan suatu pemerintahan, termasuk asumsi-asumsi di balik arah kebijakan Nawacita-nya pemerintahan Presiden Joko Widodo.
